Resident Evil 0 and the mansion incident?

Ok i know the storyline about the mansion incident weskers betrayal but in resident evil 0 the prequel are rebbecas and billys stories happening at the same time in the same mansion? im lost there if someone coudl get back to me on this it woudl be great thanks! i will be choosing a best answer so =D
