When did God decide women shouldn't be y?

God made women y. When the Bible says to be modest, it specifically talks about not wearing jewelry, that is, modest, like not showing off your wealth. It doesn't say anything about how much skin you show. And showing skin and being y has nothing to do with being promiscuous.
