So the baby sucks her forearms instead of sucking her thumb...?

It's possible she learned to suck on her arm rather than her thumb in the womb.. But like any other child, they'll grow out of it eventually. I recommend letting her be because it's a stress reliever and stress is one of the last things a growing child needs. If you're still concerned, visit the pediatrician for advice.
